Jim brings over 30 years of extensive financial and operational experience, and serves as the firms Chief Financial Officer. He works directly with the Partners to oversee the daily operation of the firm and manages all of the firm's financial activities which include Reporting, AP, AR, HR, and IT for the 6 office locations. Jim joined CME Associates in 2009. Prior to joining CME he held the Director of Finance position for a large International A/E firm in New York City. Jim has a Bachelor of Science degree in Accounting from Montclair State University. He is a member of the American Institute of Certified Public Accountants, New Jersey Society of CPA's and Chartered Global Management Accountants.
He and his wife Marti reside in Brick and have three children.
Mr. Gillen started his engineering career as a draftsman in 1964, while attending night school at Newark College of Engineering. He quickly advanced to a position of design engineer and then to project engineer for various prestigious firms before joining CME Associates as a client/ project manager in 1991. He was promoted to the position of Principal in 1997, where he continues to serve as the primary contact for multiple state, county, municipal, and authority clients. He specializes in overseeing the design and construction management of various capital projects including: potable water supply, treatment, storage, and transmission; wastewater collection, transmission, and treatment; solid waste collection and disposal and recycling: transportation and road construction/reconstruction; parks and recreation facilities; and environmental issues. He has successfully managed the implementation of the capital improvement plans for his clients including the initial planning, budgeting, grant and loan funding, design, permitting, bidding and construction oversight. He provides representation of the firm at numerous governing body, Planning Board and Board of Adjustment meetings. In addition to his design experience he provides assistance to the Partners in the areas of business development, maintaining municipal government relations and advancing company growth.
Mr. Gillen's unique approach to addressing clients' problems has resulted in outstanding projects whereby the firm has been honored by the New Jersey Society of Municipal Engineers and the Water Environment Federation numerous times over the years for its designs including: strip mine reclamation through the application of compost for the Borough of Sayreville; Brownfield remediation for the Township of Aberdeen; and the Wave Award for the construction of a removable pump station control facility for the South Monmouth Regional Sewerage Authority in the Borough of Sea Girt.
Mr. Gillen graduated from Newark College of Engineering with a Bachelor of Science degree in Civil Engineering in 1970 and obtained his New Jersey Professional Engineer's license in 1971. He is also a licensed New Jersey Professional Planner and a Certified Municipal Engineer. He is a member of the National Society of Professional Engineers, the American Society of Civil Engineers, the American Water Works Association, and the Water Environment Federation.
He and his wife Susan reside in Middletown Township.
Mr. Koch has 40 years of experience in private and municipal engineering. He began his career in 1973 as a draftsman and worked full time while attending Middlesex County College and NJIT at night. He advanced from a draftsman to a design engineer while working for three different area engineering firms. He joined CME Associates in March of 1984 as a Project Engineer.
At CME Associates, Mr. Koch developed his skills as Municipal Engineer and was promoted to Project Manager in 1993 and later to the position of Principal in 1997.
Mr. Koch's well rounded experience allows him to address his municipal clients needs from design through construction as well as providing professional guidance for their Planning and Zoning Boards.
Mr. Koch is licensed as a Professional Engineer and Planner in New Jersey and a Professional Engineer in Pennsylvania. He is also a certified Municipal Engineer and is a member of the New Jersey Society of Municipal Engineers.
Since joining the firm in 2000, Ms. Neumann has gained progressive responsibility and experience in all aspects of engineering, planning, and construction management. Ms. Neumann serves on various Planning Boards and Zoning Boards of Adjustment throughout the State, where she has reviewed hundreds of site plans and subdivisions for technical compliance with local ordinances and provided expert testimony at public hearings. As a Municipal Engineer, Ms. Neumann's experience includes preparing studies, designs, and investigations to serve all client's needs. Projects include design and construction management of roadways, storm water infrastructure, sewage collection systems, water distribution systems, and marina rehabilitation.
Ms. Neumann holds a Bachelor of Science Degree in Civil Engineering from Rutgers University, and is duly licensed as a Professional Engineer and Professional Planner in the State of New Jersey.
Mr. Ploskonka began his career with CME Associates in 1983 as a Junior Construction Technician and has steadily advanced within the firm since that time. Promoted to Principal in 2008, Mr. Ploskonka serves as a Municipal Department Head and manages a team of client managers and engineers that provide municipal and consulting engineering services to 10 municipalities and counties.
In his 30 years with the firm, Mr. Ploskonka has been engaged in all facets of civil engineering design and construction management services including capital transportation, water system, sewerage system, parks and recreation projects; traffic analyses; site plan and subdivision review and the provision of professional engineering services to various Planning and Zoning Boards making him uniquely qualified for his position. Most recently, he provided the municipal engineering services associated with the redevelopment of a 170+/- acre tract in the Township of Plainsboro which established the Princeton Healthcare Services campus on a former industrial site. Mr. Ploskonka was instrumental in the review of the site and subdivision plans for the 231 bed hospital, a skilled nursing facility, medical office building, cogeneration facility, fitness center, and a 30 acre public park; the development of a regional traffic mitigation plan; construction oversight of the site improvements as well as the engineering services associated with the development of an amendment to the redevelopment plan for the remainder parcels in the redevelopment area.
Mr. Ploskonka earned his Bachelor of Science degree in Civil Engineering from the New Jersey Institute of Technology in 1985 and has been a Licensed Professional Engineer since 1997. He is also a Certified Municipal Engineer and is a member of the American Society of Civil Engineers.
He and his wife Laura reside in Sayreville with their two daughters.
Mr. Rohmeyer began his career with CME Associates in 2002. His time at CME resulted in a wealth of experience and understanding of key engineering elements necessary to guarantee the successfully completion of projects for our clients. Working in both the public and private sector, Mr. Rohmeyer has gained experienced in the design, funding, permitting, and construction management of many multi-discipline capital projects. These projects include parks and recreation facilities, roadways, bikeways, water and sanitary sewer systems, stormwater management, marine construction, and site plan and subdivision preparation. Mr. Rohmeyer recognizes the importance of developing a unique, strategic approach to each project based on a client's needs. Mr. Rohmeyer provides professional engineering services to various Land Use Boards throughout the State which include site plans and subdivision review, developing ordinances and progressing master plans.
Mr. Rohmeyer earned his Bachelor of Science degree in Civil Engineering from the University of Connecticut in 2001. He is a Licensed Professional Engineer in the State of New Jersey, as well as a Certified Municipal Engineer, and a Certified Floodplain Manager. He is a member of the American Society of Civil Engineers.
Mr. Rohmeyer and his wife Lauren reside in Toms River with their son Zackary.
Mr. Russo began his career at CME Associates in 1990 and has over 25 years of municipal engineering experience. Mr. Russo's municipal experience includes design and management through final construction of a wide range of projects, including roadway improvements, signalized intersections, parks, from small urban pocket parks to larger recreation facilities, water and sanitary sewer improvements, storm water management facilities and municipal buildings and facilities. Mr. Russo's municipal experience also includes providing Planning and Zoning Board Engineering and Planning services, including site and subdivision review and representing various Boards.
Mr. Russo has also provided civil/site engineering services for private clients for both residential and commercial development and has provided professional engineering testimony at various municipal and county land use boards.
Mr. Russo graduated from Rutgers, College of Engineering with a BSCE in civil engineering in 1989 and is a Professional Engineer, Professional Planner, Certified Public Works Manager and Certified Municipal Engineer in the State of New Jersey. Mr. Russo is also a member of the American Society of Civil Engineers and the New Jersey Society of Municipal Engineers.
He and his wife Lori reside in Monroe Township with their two daughters.
Mr. Taylor has over 18 years of experience in civil/site engineering for both municipal and private clients. Mr. Taylor's municipal experience comprises of the initial scoping, design and construction management of award winning projects including parks, athletic fields, roadways, streetscapes, regional stormwater management systems, utility extensions, community pools, and municipal buildings. Mr. Taylor is also responsible for securing grants and loans for the funding of municipal capital projects. Through the design and management of these projects, Mr. Taylor is well versed in the permitting and approval process through State and Federal agencies.
Mr. Taylor has provided engineering services for several private clients for the development of single and multi- family residential developments, large scale commercial and retail projects, redevelopment, and not for profit projects. Mr. Taylor has provided professional engineering testimony at numerous land use boards throughout the State of New Jersey.
Mr. Taylor graduated from Lehigh University with a BSCE in civil engineering and is a Professional Engineer, Professional Planner, Certified Floodplain Manager, Certified Public Works Manager and a Certified Municipal Engineer in the State of New Jersey.
Mr. Turan is the Director of Environmental Engineering Division of CME Associates. He has over 25 years of broad-ranging experience and technical knowledge in the areas of NJDEP LSRP Program, site investigation and remediation, brownfields redevelopment, regulatory compliance, expert testimony and litigation support, beneficial reuse of fill materials, solid and hazardous waste management, landfill closure/post-closure care, compensatory wetlands mitigation design, surface water hydrology, hydrogeology, groundwater flow and contaminant mass transport, and water resources planning. Mr. Turan is a Professional Engineer, a LSRP, and a Certified Subsurface Evaluator in the State of New Jersey. Mr. Turan has successfully completed a number of challenging site remediation projects leading to No Further Action Letter determinations from the NJDEP. Mr. Turan is currently involved in more than fifty (50) site remediation projects, and has issued a total of ten (10) RAOs since the initiation of the LSRP Program in New Jersey.
