Project Description:
After several years of planning, along with input from the Township youth, a design for a Community Youth Center was accomplished. The facility, designed by the architects Kimmell Bogrette, provides a location for Township Teens to learn life and job readiness skills, have recreational and learning opportunities, and a safe place to meet, spend time and enjoy free services. The facility with a capacity of 900 includes a branch of the Township Library along with state-of-the-art maker spaces. Modern Recreation Facilities, a cutting-edge music/video studio, classrooms, lounges & counseling spaces are also included.

Shortly after being appointed Municipal Engineer in 2019, David J. Samuel of CME Associates was authorized by the Governing Body to develop a site improvement design to compliment the facility. The Township obtained the property directly across the street from the future facility, and the property was undeveloped and wooded. Mr. Samuel and his staff prepared a bid package to clear the wooded property and incorporate rough grading for the future parking lot. Accordingly, the site clearing and grading project was successfully bid, awarded and completed in the Spring of 2019. This site clearing was important for the future facility development because the Contractor for the Youth Center needed a temporary laydown and construction staging area for the facility since the surrounding neighborhood is developed with single-family housing.

The parking lot improvement plan, also designed by Mr. Samuel, was incorporated into the bid for the overall facility. The design called for a parking area across the street along with associated grading, drainage, landscaping, lighting, electric vehicle charging stations, solar-powered pedestrian cross beacons, and security improvements designed to complement the Youth Center. Accordingly, the facility and site improvements were successfully bid and awarded in the Spring of 2019.

With building, site design, and a contractor in place the Township once again called upon its Municipal Engineer to bring the Franklin Youth Center to life. Mr. Samuel and his team immediately mobilized in the Summer of 2019 and spearheaded a construction management plan for the construction of the Facility.

CLIENT REQUIREMENTS:
• DEVELOP A SITE IMPROVEMENT DESIGN TO COMPLEMENT THE ARCHITECTURAL DESIGN OF THE YOUTH CENTER
• DEVELOP A CONSTRUCTION STAGING AREA FOR THE PROJECT
• MANAGE THE CONSTRUCTION OF THE PROJECT
• NEGOTIATE CONTRACTOR CHANGE ORDERS ON BEHALF OF THE TOWNSHIP
• NEGOTIATE PROJECT DELAYS ON BEHALF OF THE TOWNSHIP

UNIQUE OR UNUSUAL DESIGN FEATURES:
• PREPARE ADVANCED BID DOCUMENTS FOR CLEARING AND GRADING PROJECT PROPERTY OPPOSITE THE SITE FOR INITIAL PROJECT STAGING
• PREPARE PARKING LOT SITE PLAN THAT WAS INCLUDED WITH THE ARCHITECTURAL BID DOCUMENTS
• MANAGE UNFORESEEN OVER-EXCAVATION REQUIRED UPON ONSET OF CONSTRUCTION
• MANAGE PROJECT DELAYS DUE TO COVID-19 PANDEMIC
• MANAGE PROVISION OF TEMPORARY HEAT TO BUILDING UNDER CONSTRUCTION IN WINTER MONTHS TO AVOID FURTHER PROJECT CONSTRUCTION DELAYS
• REDESIGN UNDERGROUND UTILITY LAYOUT TO ACCOMMODATE LOCAL UTILITY COMPANY'S STANDARD DESIGN REQUIREMENTS

THE RESULT:
Through the watchful eye of all those involved with this project through the years, the project was substantially complete in the month of September 2021. With a ribbon-cutting ceremony planned in the near future, the youth of the Township can hardly wait to begin enjoying their new facility. Through the Construction Management efforts of their Municipal Engineer, the Township of Franklin has accomplished its goal of constructing a facility that has evolved from the youth and the overall community. This project serves the needs of the youth and empowers them to achieve greatness while making Franklin Township a better place to live.
